Herbert slumped onto the sofa. "Another day, another dollar," he mumbled.

Margot walked in, holding a clipboard. "Herbert, could you fill out this questionnaire for the town council? They're asking about local amenities."

Herbert groaned. "A questionnaire? Oh, Margot, I'm too tired. Can't Brian do it?"

Margot sighed. "Brian's busy with his skateboard. And this is important. The council wants to know what people think about Oakhaven."

Herbert took the clipboard reluctantly. He scanned the first few questions. "What kind of community events would you like to see?" He paused. "A donut-eating contest?"

Margot chuckled. "Herbert, be serious! And don't even think about writing that. They're looking for real ideas."

A few days later, Margot noticed Herbert looking shifty. "What are you up to, Herbert?"

"Nothing!" he said, a little too quickly. He was holding a stack of papers.

Margot raised an eyebrow. "Those look familiar... Are those copies of the town council questionnaire?"

Herbert shuffled his feet. "Well, yes. I thought… if I filled out a few more, we could really push for that donut-eating contest. It's a very progressive idea!"

Margot’s eyes widened. "Herbert! That's… borderline fraud! You can't just invent opinions!"

"But think of the possibilities!" Herbert protested. "We could corner the market on glazed donuts! Dominate the vertical integration of confectionery!"

Margot rolled her eyes. "There’s no genre of donut eating, Herbert. It's just a donut-eating contest! And you’re not filling out any more of those forms."

Brian walked in, overhearing the end of the conversation. "A donut-eating contest? Can I enter?"

Herbert beamed. "Now you're talking! See, Margot? Everyone's on board with this!"

Margot just shook her head, knowing she had to find those extra questionnaires before Herbert could cause any real damage.
